Teaching Children Quotations

Question concerning children: obesity vs. the economy?
I would like anyone's opinion about it. In this when the economy is so horrible, you think it is more important to teach a child not to waste food and eat them everything on their plate? OR, in an era when childhood obesity is a major concern, you let them decide when they are "finished" with dinner if you do not contribute to obesity? (When I put "finished" in quotations, I refer to children who claim they are full to avoid eating something they do not)
You can always let the child decide when they are "complete" and put the leftovers away. Then when they come for a snack, to produce the plate and make it clear that no candy until their arrival. Of course you could always serve small portions and let them know they can charge more if they were still hungry.
